CSIRO Kick-Start: Matched R&D Funding for Startups

CSIRO Kick-Start gives Australian startups up to $60,000 in matched R&D funding. Who qualifies, how to apply, and how it works with the Tax Incentive.

Most founders chasing non-dilutive funding stop at grants or the R&D Tax Incentive and never look further. CSIRO Kick-Start sits in between the two: a dollar-matched funding program that pairs your business with a CSIRO research team to answer a specific technical question, without giving up equity or waiting for a once-a-year funding round to open.

It’s been running for years and plenty of founders still haven’t heard of it. If you’ve got a genuine technical problem and $20,000 or more to put towards solving it, it’s worth a proper look, especially with equity funding harder to raise than it was a few years ago.

What CSIRO Kick-Start actually is

Kick-Start is a matched funding voucher. CSIRO contributes between $20,000 and $60,000 towards a research project, and your business matches that contribution dollar for dollar, in cash. The minimum combined project value is $40,000: $20,000 from CSIRO plus $20,000 from you. At the top end, a $60,000 voucher matched by your own $60,000 gives you a $120,000 project.

The money doesn’t land as cash in your account. It pays for CSIRO’s time, equipment and expertise on your problem specifically, through a research team CSIRO assigns to work directly with you, using CSIRO’s own labs and specialists. Projects typically run two to twelve months, depending on how complex the question is.

A business can apply for up to two vouchers. The second only opens up once the first project is finished and CSIRO has received your end-of-project feedback form, so you can’t run two at once.

Who can apply

Eligibility comes down to five things, and you need all five.

Annual turnover and operating expenditure both under $10 million, or trading for less than three years. You only need to meet one of those two, not both, which is what keeps the door open for pre-revenue startups that haven’t been trading long enough to have a turnover figure worth measuring.

An Australian Company Number or Indigenous Corporation Number. A current GST registration. Status as an Australian-registered business entity: international companies and Australian subsidiaries of overseas parents aren’t eligible. And the cash to fund your half of the voucher, since in-kind contributions like staff time don’t count towards the match.

That last point is where most founders fall over. If your business has the technical problem but not the spare cash, Kick-Start isn’t going to bridge that gap for you. It’s designed for businesses that can genuinely co-invest, not ones chasing free money.

What it’s actually for

CSIRO lists three categories of eligible work: researching a new idea with genuine commercial potential, developing a novel or materially improved product or process, and testing a novel product your business has already built.

In practice, that covers a wide range of early-stage technical problems. A hardware or medtech startup might use it to get formal material testing done on a prototype component, something a university lab or contract tester would charge full price for. A food, agtech or manufacturing business might use it to validate a new formulation or process at a proper lab scale before committing to a production run. Software and AI businesses fit too, more often than founders assume: CSIRO’s Data61 group covers digital technology and data science specifically, so a genuine modelling or data problem isn’t automatically out of scope just because it isn’t physical science.

The common thread across all three categories is the same test we use when we’re scoping a client’s R&D Tax Incentive claim: was there a real technical question, with an outcome you couldn’t know in advance, that needed proper investigation to answer? Routine product builds, standard integrations and market research don’t qualify for Kick-Start for the same reason they don’t qualify for the Tax Incentive. If the work you’re doing would hold up as genuine R&D for one program, there’s a decent chance it holds up for the other.

How the application actually works

There’s no annual round and no deadline to work around. Applications are accepted year round, which makes Kick-Start a reasonable option to keep in the back pocket compared with the more seasonal grants that open and close on a fixed calendar.

The process runs in five steps:

  1. Check you meet the five eligibility points above.
  2. Submit an Expression of Interest to kickstart@csiro.au, covering your business, your R&D question, and what you’re hoping to get out of it. CSIRO assesses this against its own research capability, how clearly defined your technical question is, and whether there’s realistic commercial or technical upside.
  3. If there’s a match, CSIRO introduces you to a relevant research team. Together you refine the project scope and costing, then submit a funding application for approval.
  4. Sign a project agreement. The research starts once funding and contracts are in place.
  5. CSIRO delivers the agreed outcomes and you complete an end-of-project feedback form, which is also what unlocks eligibility to apply for a second voucher down the track.

Build in some lead time between the EOI and a signed agreement. CSIRO needs to find a research team with the right expertise and spare capacity before anything is costed and signed, and that matching step isn’t instant. Factor it into any product or funding timeline you’re building around this.

Why CSIRO bothers running it

CSIRO isn’t a charity, and Kick-Start isn’t altruism. CSIRO is Australia’s national science agency, and turning research into commercial outcomes for industry is part of why it exists. Small businesses are a quick way to show that working in practice. A startup that becomes a long-term CSIRO collaborator, or that builds a product on the back of CSIRO’s research, is a better return on CSIRO’s funding than a project that never reaches a real business. That’s worth knowing: it’s why CSIRO’s Expression of Interest process looks for a project with a genuine path to commercial use.

How it compares to a standard grant

Most startup grants hand you a lump sum against a budget you’ve proposed, and you spend it however you see fit within the rules. Kick-Start works differently. You’re commissioning CSIRO to do specific research work alongside you, and the funding is really a subsidy on CSIRO’s own time and facilities rather than a cash pool you manage yourself. That makes it a better fit when you genuinely need outside technical expertise or equipment you don’t have in-house, and a worse fit if what you actually need is cash runway for a team you already have.

Where this sits next to the R&D Tax Incentive

Kick-Start funding and the R&D Tax Incentive aren’t mutually exclusive, but they do interact. If CSIRO money funds part of an R&D activity you later claim under the Tax Incentive, that grant funding generally has to be excluded from your notional deductions for the same spend. The ATO doesn’t let a business claim the offset and keep the grant for the same dollar twice over.

That’s a reason to loop in whoever is handling your R&D Tax Incentive claim before you sign the Kick-Start agreement, not after. It affects how the project should be structured and costed, and it’s much easier to get right at the start than to unpick months later once invoices are already sitting in your accounts.

If you haven’t checked whether your development work already qualifies for the R&D Tax Incentive on top of a program like this, it’s worth doing properly. Eligible companies with turnover under $20 million can get up to 43.5% of their eligible R&D spend back as a cash refund, even while loss-making, and it’s a completely separate pool of money to anything CSIRO contributes. We’ve helped more than 55 Australian startups claim over $7.9 million back through the Tax Incentive to date, with a 100% success rate, so we’re reasonably confident at spotting when a project qualifies and when it doesn’t.

A couple of things worth sorting before you apply

Line up your cash contribution before you submit the Expression of Interest, not after. CSIRO moves to costing the project once a research team is matched, and a business that hasn’t confirmed its own budget by that point is the easiest way to stall a project that was otherwise a good fit.

It’s also worth asking the CSIRO team early on whether your project could sit alongside a grant you’re already planning to apply for, like EMDG or a state program. Kick-Start funds the CSIRO side of the work specifically. That doesn’t rule out running a separate grant for other costs on the same project, as long as you’re not claiming the same dollar of expenditure twice.

Is it worth the paperwork

For a startup under $10 million in turnover with a genuine, well-defined technical question, yes. You’re not giving up equity, you’re not up against a single once-a-year funding round with a hard deadline, and you get direct access to CSIRO’s research capability for less than it would cost to hire that expertise yourself.

The catch is the cash match. If $20,000 to $60,000 in spare capital isn’t sitting around right now, this isn’t the program that solves that problem for you. For everyone else with a real technical question and the cash to back it, it’s one of the more straightforward non-dilutive options on the table.
